Bellingham Technical College invites applicants for the following position: Executive Director of Human Resources. This is a full-time administrative position, reporting to the President. It is anticipated to begin about August 1, 2024.

BTC is a premier higher education institution working to provide student-centered, high quality professional technical education throughout Whatcom County and is the only technical college serving northwest Washington State. Bellingham rests in the scenic northwest corner of Washington State where the Cascade Mountains meet the Salish Sea. 

As the chief human resources administrator, the Executive Director of Human Resources provides leadership and develops, oversees, organizes, and implements all functions relative to people, providing expert consultation, organizational development support, and/or direct administration of the human resource functions. The Executive Director works collaboratively with the other members of the President’s Leadership Team and college community to support a positive work environment, college effectiveness, and support for student success. Areas of responsibility include compensation, compliance, benefits, recruitment, training, employee engagement and labor relations, collective bargaining, and personnel/payroll functions. Additionally, the Executive Director is responsible for institutional initiatives related to increasing and maintaining diversity and inclusion within the BTC community and fostering equal opportunity for all employees.

As a working manager, the Executive Director will also engage in daily human resources client work in collaboration with other team members.  

Required minimum qualifications include Bachelor's degree in human resources management, organizational development, business, or related field. Five or more years of increasingly responsible professional level experience in human resources which includes a working knowledge of human resources administration, policy, and program development, as well as, but not limited to, organizational development, employee/labor relations, performance management, policy and procedure development and administration, classification/compensation, benefits, and legal compliance. Two or more years of experience managing employees and teams, including hiring, developing employees, and managing performance. OR An equivalent combination of education and experience that provides the applicant with the knowledge and skills to perform the job will be considered.

Compensation, Work Schedule, and Benefits: Effective July 1, 2024, annual administrative salary is based on the fiscal year, July 1 – June 30, annually.  The salary range is $135,000 to $147,000 depending on experience and education. The annual salary contract will be prorated to reflect the actual number of contract days worked, if hired before or after July 1. For leave cash-out purposes, the annual contract is based on 248 days.  The salary range includes any approved cost of living increase implemented effective July 1, 2024.

Work schedule will vary but is generally Monday through Friday, during the 8 a.m. to 5 p.m. workday, about 40 hours per week; however, schedule may vary including working more than 40 hours as needed, as well as some weekends and evening work. The position will be expected to work onsite full-time with possibility of some remote work in the future. Occasional regional travel will be required.

Position receives 8 hours per month of sick leave, 16 hours per month of vacation leave, 8 hours of personal leave per fiscal year, and state/college holidays. Benefits also include a Washington State insurance package including medical, dental, vision, life insurance, and long-term disability; a retirement benefits package, with choice between the Public Employees Retirement System (PERS) Plan 3 or the State Board Retirement Plan (SBRP) 401A plan TIAA.   Additional optional benefits include ability to participate in a medical Flexible Spending plan, Limited Purpose Flexible Spending plan, or Health Savings Account; Dependent Care Assistance; discounts for automobile and homeowner insurance, tuition waiver; two voluntary investment (not matched) programs - TIAA (403b) or the State Deferred Compensation (457) plan.   Employee Assistance Program (EAP); up to 21 days of military leave; up to 5 days of paid bereavement leave, paid civil/jury duty, ability to participate in a shared leave program; up to 2 days of unpaid holiday for reasons of faith or conscience.
