Cayuga Community College, (CCC), an affiliate of The State University of New York (SUNY), is recruiting for the position of Director of Human Resources due to an upcoming retirement. This is a twelve-month position in the Managerial/Confidential group.
The Director of Human Resources reports directly to the College President and is responsible for building and maintaining a high performing human resources department that supports the educational mission of Cayuga Community College, consistent with the strategic plan. The Director of HR serves as the strategic human resources advisor and plans, manages, and administers all human resources functions. Reporting to the College President, the Director works collaboratively with Senior Staff, college staff, divisions and departments and external agencies to ensure compliance with applicable local, state and federal laws and regulations. Supervision is exercised over HR professional and administrative staff.
MAJOR RESPONSIBILITIES:
- Supervises the operations of the Human Resources department, including employee relations, compensation plans, HR-related payroll activities, retirement, benefits, safety, recruitment, employee training and development, performance management and labor management, Diversity, Equity and Inclusion, and Title IX compliance;
- Serves as chief human resources officer to the College and as a liaison to County Civil Service Commission and other agencies as required;
- Collaborates with Senior Staff and the President to implement the strategic plan as related to Human Resources goals and objectives;
- Sets Human Resources team objectives and ensures they are aligned with department priorities and the College strategic goals;
- Works collaboratively with the College’s Chief Diversity Officer;
- Oversees the creation, classification, approval and maintenance of job descriptions for all positions.
- Monitors recruitment activities to ensure candidate qualifications are met;
- Oversees and monitors processes for worker’s compensation, disability, leave, workplace accommodation, FMLA, and health and safety issues;
- Recommends, establishes and updates college employment policies and ensures they are in accordance with applicable local, state, and federal laws and regulations;
- Assists in the development of the annual personnel budget for the College and the HR department;
- Advises, supports and provides training to department managers and team members on sensitive personnel issues such as coaching, counseling, progressive discipline, termination, transfer/promotion and other personnel management matters;
- Works with the College’s four collective bargaining units;
- Represents management in matters of concern to employee organizations including resolution of problems, grievances, arbitrations, participation in collective bargaining, and contract revisions;
- Liaison to College labor counsel;
- Interacts with the College Board of Trustees on personnel matters;
- Researches, recommends and administers various fringe benefit programs;
- Administers a comprehensive system of employee service records and other related personnel records;
- Promotes employee wellness.
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree in Human Resources, Business Administration, Personnel Administration, Public Administration or closely related field.
- Minimum of six years of progressively responsible leadership experience in Human Resources or personnel administration.
PREFERRED QUALIFICATIONS:
- Master’s Degree in Human Resources or related field; SPHR, PHR or related HR certification;
- Experience in employee/labor relations in an institution of higher education or public sector employment preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to work independently at a senior level, and to identify, define, and solve problems, set priorities and implement solutions effectively with minimal direction or guidance;
- Strong analytical, critical thinking, negotiation, influence, and strategic decisionāmaking skills;
- Ability to maintain confidentiality and perform job functions with tact and diplomacy;
- Ability to advise and implement organizational change. Demonstrated experience in the development and execution of organizational objectives;
- Ability to work with department leadership to define talent development strategies. Demonstrated experience identifying areas of organizational HR risk (low performance, dysfunction, understaffed departments, career paths, etc.) and acting proactively to mitigate that risk;
- Outstanding facilitative, computer, oral and, written communication skills; ability to prepare clear and concise reports incorporating quantitative data and analysis; ability to deliver presentations or training to any audience, including senior leadership and faculty; ability to be a team player and willingness to take initiative; ability to adapt communication style for varying audiences;
- Ability to manage and develop others successfully, including setting goals, managing performance, and providing training and development opportunities;
- Demonstrated experience with human resources information systems; ability to use technology creatively to achieve efficiencies; Ability to refine and create best practices in all Human Resources functional areas; Knowledge of Banner (FLAC) a plus.
- Ability to manage multiple tasks and work well under pressure with varying time constraints; excellent organizational skills;
- Ability to put own thoughts/opinions/ideas aside and draw out the ideas of others;
- Demonstrated experience working in a union environment, preferably in the public sector.
- Ability to evaluate and foster employee engagement and develop/implement strategies to improve employee morale;
- Physically capable of performing the essential functions of the position with or without reasonable accommodation;

Salary depending on qualifications and experience.
