JOB SUMMARY: Provide assistance to customers with opening and closing utility accounts. Answer customer questions and address customer complaints. Coordinate utility information with other city employees. Administer low income rate discount program. Monitor utility accounts for accurate billing and timely payments. Coordinate utility information with other city employees. Applications and required materials will be accepted through February 9, 2018. 

 

ESSENTIAL FUNCTIONS:

1. Prepare all reports and operational functions related to bi-monthly utility billings, including:

2. Accurately enter billing data into utility system; coordinate with meter readers.

3. Troubleshooting.

4. Downloading and uploading meter data. Analysis and follow up of suspected misreads.

5. Preparation and follow-up of all utility related work orders.

6. Preparation of customer invoices.

7. Preparation of outgoing late notice invoicing.

8. Preparation and coordination of final shut-offs with shop personnel.

9. Provide customer service to the public, in person and over the telephone; investigate complaints and recommend and apply correct action as necessary to resolve complaints. Prepare and apply all billing adjustments, in compliance with the City codes.

10. With a minimum of supervision, solve problems and negotiate solutions within policy guidelines with the public and other departments. Contact will be made in writing, by email, by telephone and/or in person.

11. Prepare and follow up on all utility closing bills, including final meter reads, calculation of fees; and coordination with Title and Escrow companies.

12. Participate in the development and implementation of goals, objectives, policies, and priorities for the Finance Department.

13. Process refunds.

14. Process on-line payments and EFT payments.

15. Process auto-pays and research rejects.

16. Identify opportunities for improving service delivery methods and procedures; recommend and implement improvements.

17. Serve as regular cashier.

QUALIFICATIONS: Education/Experience: High school diploma or general education degree (GED), plus two to four years related experience in an advanced bookkeeping environment with extensive customer service and correspondence composition; experience involving independent decision making and problem solving requiring minimum supervision; or equivalent combination of education and experience.
