Overview
Decatur Northwest is looking for a General Manager with overall responsibility to preserve, maintain and enhance the common property owned by the Decatur Northwest Home Owners Association. The Manager reports to the DNW Board of Directors and has day-to-day responsibility for all DNW property, equipment, employee supervision, and record keeping.

The DNW Manager’s role requires a multi-talented individual who can manage and lead a small staff, maintain a positive relationsip with owners, has a strong technical aptitude to manage a complex sewer, water, and road system, develop and execute an operational and capital budget, and hands on experience with a diverse array of mechanical equipment. He or she must be a strong communicator, an effective diplomat and be comfortable responding to a variety of unplanned events and conditions. Due to the nature of island life and the difficulty obtaining services the Manager must also be a creative problem solver. (Often, the DNW Manager will “save the day” through his/her ingenuity and ability to “solve” or “fix” a homeowner issue that stands in the way of the homeowner’s use of their Decatur home.)
Specific duties include but are not limited to the following:
Prepare an annual budget and recommend to the Board any adjustments to Home Owner monthly dues. Maintain a long-term capital improvement plan that includes necessary maintenance and replacement of DNW buildings, roads, systems, boat, and equipment. Work with the board to build a capital fund so all projects can be completed professionally and on time. Hire (subject to Board approval) and supervise all DNW employees. This includes recommending extra resources as needed.
Review and approve all contracts and purchases made for DNW and all billings for payment. Arrange for and monitor all bookkeeping and payroll services.
Work with professional advisors to periodically analyze and determine adequate insurance coverage for DNW assets and liabilities including buildings, equipment, and boat.
Maintain water and sewer system operations through an outside contractor or Decatur NW employee. If an employee is responsible, certifications by the State of WA will be required to operate and maintain an A Class water system.
Manage fire suppression, including inspecting and testing the DNW fire and foam truck, working with homeowners to inspect and test their standpipes and hoses, and insuring prompt notification of burn bans. Maintain all roads and drainage systems to ensure roads are safe and passable at all times.
Inspect and maintain all common buildings, fences, roads, recreational facilities and vehicles, including the parking lot in Anacortes, the boat dock (and its WA state lease) and the lake. Managing the lake requires monitoring weed and algae levels and maintaining the Lake aerator system.
Manage, and as necessary perform, requests and emergency repair and maintenance services for home owners at hourly rate or arrange for and coordinate such services by third party contractors.
Ensure DNW skipper has all required Coast Guard inspections and licensing requirements, as well as membership in Division 22 maintained.

Compensation is based on a 40-hour work week which will be in several locations – inside and outside. The Manager is generally available by telephone or in person to assist with home owner and/or community emergencies. No vacation can be taken between Memorial Day and Labor Day.
A vehicle will be provided for transportation on Decatur
