About the Office:
The Mayor’s Office Management Information Systems (MIS) is responsible for all aspects of technology for the agency. This includes end user desktop support, VOIP, network infrastructure, messaging, email, file, web, and database servers, and server virtualization. MIS collaborates with other city agencies to implement wireless policy and procedures and develop secure tools/applications for use by multiple agencies. MIS also partners with other departments in the Mayor’s Office to develop tools and applications that streamline processes, measure performance/metrics and increase productivity.
About the Role:
Reporting to the Chief Information Officer (CIO), the First Deputy Director of MIS will work collaboratively with the CIO to oversee infrastructure, software, and support for enterprise-wide applications. The First Deputy Director does strategic planning, technology management, oversees asset management, and budgeting for Computer Services, including the enterprise resource planning (ERP) system, servers, software application development, reporting, interfaces with third-party systems, installation and maintenance, Responsibilities include consulting for the purchase and configuration of software, project management during software installations and upgrades, and software licensing and distribution, and planning for technology-related infrastructure to support administrative needs. The First Deputy Director helps to supervise the departmental staff, develops goals and objectives supporting ongoing and enhanced capabilities, and assists in the formulation of strategic planning for both short- and long-term activities.
Duties include but are not limited to:
- Assures the availability of an effective and comprehensive computing infrastructure, plans and coordinates with all Mayoral units to identify and meet administrative and computing needs, and investigates technology solutions to assist the agency in accomplishing its mission, goals, and objectives.
- Develops disaster recovery and restoration plans, and works with vendors, consultants, and contractors to optimize computing capabilities.
- Oversees the asset management team and ensures the operational efficiency or asset deployment and return.
- Supports units and individuals with issues, questions, and support of all delivered services, promotes open channels of communication with all constituents, and advises on technology -related issues and concerns.
- Recommends the selection and/or modification of hardware and software, such as design changes and upgrades, associated equipment enhancements, and maintenance agreements.
- Assures compliance with federal, state, and city laws, rules, regulations, guidelines, policies, and procedures, oversees the development of technical Request for Proposal specifications, recommends the selection of vendors, participates in contract negotiations for computing systems and services, seeks and implements methods for continuous quality improvement in service delivery, oversees the provision of training, support, and guidance to units and end-users, and monitors the security, access, operations, maintenance, and repair of all computing systems.
- Ensures appropriate information security measures and components are in place.
- Ensures maximum utilization and efficiency of resources by employing effective monitoring procedures and system tuning for enhanced performance.
- Plans for and manages disaster avoidance and recovery efforts caused by events like power outages, hardware failures, natural disasters, etc.
- Schedules downtime when upgrading systems and components and ensures effective communication to units and end users concerning any outages.
- Leads the evaluation of major software and hardware products for acquisition and integration into the University’s enterprise architecture.
- Provides leadership and develops a competent, productive, and effective departmental staff, directly and through delegation, by hiring, training, and supervising all employees of the Computer Services department and coordinates and encourages ongoing professional development of all departmental employees.
- Contributes to the development of policies and procedures on a broad range of issues.
- Serves as a liaison between OTI, business units and other city agencies.
Qualifications:
- Education: A Bachelor's degree is required; a Bachelor’s degree in a computer-related field is preferred.
- Experience: A minimum of eight years of work experience managing computing resources including experience with the design and maintenance of a multi-vendor computing environment is required. A minimum of five years of comprehensive experience involving project management, planning, preparing project cost estimates, budget oversight and development, and supervision is required.
- Skills: Strong supervisory, project management, administrative, and technical skills; an understanding of Enterprise Resource Planning systems to include systems and operations procedures and Helpdesk Operations support; A demonstrated ability to manage multiple technical projects with a high degree of detail while working with short deadlines, an in-depth understanding of current and emerging information technologies; effective interpersonal, customer service, organizational, and team-building skills are required. Excellent verbal and written communication skills and proficiency in writing technical specification documents are required. The ability to solve management, technical, installation, scheduling, and other related problems is required.
Salary Range:
$140,000-$150,000
