BASIC FUNCTION:
The Airport Operations Manager serves as one of four duty managers and is primarily responsible for management of commercial terminal operations and security, including TSA 1542 compliance, facility and grounds maintenance, and general aviation programs. The Operations Manager implements and enforces tenant lease agreements, operating agreements, airport rules and regulations, airport minimum standards, and standard operating procedures. Coordinates maintenance work orders, capital projects and administers the airport Operating and Capital budgets, and federal and/or state grants. The Operations Manager is the primary point of contact for federal, state and local agencies, as well as tenants and the public. This position reports to the Director of Aviation. Incumbent must successfully pass a Criminal History Records Check (CHRC) and Security Threat Assessment (STA).
SPECIFIC RESPONSIBILITIES:
- Work closely with the other Operations Managers and the Director of Aviation, airport staff, tenants, government agencies, and the general public in meeting established goals and in serving the needs of the diverse public utilizing the airport facilities. Assist the Director of Aviation with establishing short and long-range development plans and service goals for the airport.
- Identify and prioritize day-to-day airport operational, maintenance and security related tasks/projects in accordance to federal, state, and local regulations, specifically TSA 1542.
- Manage the TSA Law Enforcement Reimbursement Program and Airport Security Contract.
- Manage airport terminal and support facilities, which include the maintenance and upkeep of the main passenger terminal, grass and landscaped areas, roads and vehicle parking lots.
- Oversee the janitorial cleaning and inspection duties for the Airport. Coordinate with Port maintenance on contract compliance and scope of work.
- Plan, coordinate and administer the annual Airport Operating and Capital budgets for the Aviation Department.
- In coordination with Director of Aviation, plan, coordinate, and administer federal, state and local grant programs for the Airport Capital Improvement Program.
- Responsible for the management of all terminal operations staff, Law Enforcement Officer and janitorial contracts.
- Support and manage airside and landside operations along with training ARFF/Ops staff at the airport on a rotating basis.
- Manage Snow Removal Operations on an on-call rotating basis.
- Act as on-call manager after business hours and on weekends on a rotating basis for operational and security issues.
- Act as the primary liaison to airlines, tenants, airport flight and visual display system and construction/project oversight.
- Work closely at ensuring a cooperative working relationship with all governmental and regulatory agencies associated with the operation of the airport.
- Assure employee safety through awareness, inspections, and accident investigations.
- On an infrequent basis, will be required to perform physical lifting, moving, carrying, up to 50 pounds.
- Will be required to work irregular hours and in inclement weather. When needed, must respond as an essential employee during irregular operations.
- Act as an Alternate Airport Security Coordinator.
- Perform other related duties as requested.
Qualifications
Required: • Bachelor’s Degree in Business or aviation related field or 5 years of airport operations experience in lieu of the degree. • Minimum of 4 years of Airport Operations experience. • Leadership skills and aptitude. • Strong computer skills including Microsoft Word, Excel and PowerPoint and the ability to learn complex security software. • Must have strong verbal and written communication skills. • Excellent statistical and analytical skills • Attention to detail and the ability to read, research, and comply with complex rules and regulations. Preferred: • AAAE Certified Member • AAAE ACE – Airfield Operations • Working knowledge of accounting, budget and federal grant requirements • Supervisory experience • Snow Removal Operations Experience • ASC certification or the ability to become certified • ARFF certification or the ability to become certified

Currently, regular Port employees receive 10 paid holidays per year. PTO accrual rates are increased at regular intervals based on length of Port service. Retirement: Regular full time employees of the Port are mandatory members of the State of Washington Public Employees' Retirement System (PERS). Employees and the Port contribute jointly to the plan. The Port also offers a 457 deferred compensation plan for interested employees. Group Insurance: Regular full-time employees and their eligible dependents are covered by medical/dental/life & long-term disability insurance plans. EMPLOYMENT Hours of Work: The normal workweek is 40 hours, Monday through Friday; however, some positions require weekend, shift, holiday and/or overtime work.
