College and Area Information
Tillamook Bay Community College (TBCC) is seeking an experienced, enthusiastic and highly skilled candidate to serve as Dean of Career-Technical Education to the Vice President of Instruction and Student Services (VP). The VP manages and oversees all instructional activities and services of the college. This person will also work closely in a team environment with other Office of Instruction personnel who support the goals and objectives of the instructional programs and services of the college.
Tillamook Bay Community College is located 85 miles west of Portland on the beautiful North Oregon Coast in Tillamook, Oregon; the county seat of Tillamook County. The County has a population of 26,000 and TBCC serves over 2,060 students per year.
Organizational Relationship
Reports to the Vice President of Instruction and Student Services (VP).
General Statement
Under the direction of and in close collaboration with the Vice President of Instruction and Student Services, the Dean of CTE will be responsible for oversight of the Manufacturing and Industrial Technology program (MIT), Apprenticeship programs, Welding Technology, Healthcare programs, Business Administration, Criminal Justice, the development of new CTE programs that serve our community. Will create, maintain and oversee educational opportunities that equip the people of Tillamook County for workforce readiness in career-technical fields. May also serve as coordinator for programs without lead faculty. Must be able to act as a member of the team, have highly developed interpersonal skills, and have the ability to communicate with personnel at all levels.

Term of Employment Position Open Until Filled
Annual: 1.0 FTE position; July 1 - June 30. Leave in accordance with current TBCC Policy 312 and corresponding regulations.
Major Areas of Responsibility
- Serves as Program Coordinator (face of the program for which assigned becoming expert on curriculum, faculty, and process/procedures) for MIT, Apprenticeship, and new CTE programs. Takes responsibility for programs assigned.
- Develops new programs and adjunct faculty in CTE areas through use of data and feedback from faculty, students, staff/administration, and community, and shepherd them through the curriculum process.
- Participates in JATC, WIOA, OCCAC, statewide CTE Coordinators and Measure 98 teams and consortiums.
- Oversees CPT program and development of new workforce credentials.
- Implements assigned projects; coordinates project activities with appropriate staff and project partners.
- Responsible for monitoring and/or facilitation of grants to expand CTE programs (e.g. Perkins).
- Actively engages with CTE community industries and companies that hire our graduates.
Specific Responsibilities
Oversees all aspects of the MIT, Apprenticeship, and new CTE programs. This includes hiring, onboarding, training and evaluating adjunct instructors, and scheduling courses to meet student needs. May also serve as coordinator for programs without coordinators.
Evaluates faculty qualifications for CTE programs in accordance with policy and procedure.
Coordinates and reviews/updates CTE CCOGs through the curriculum process.
Assists VP with curriculum needs and changes to CTE programs to ensure they remain relevant and applicable for TBCC students and the greater community.
Manages the TBCC space at the Tillamook High School CTE facility, along with CTE courses in other locations. Assists VP with curriculum needs and changes.
Collaborates with VP, faculty, business community, and Registrar regarding CTE programs and courses.
Monitors Student Learning Outcomes and Assessment work for CTE programs including Technical Skills Assessment
Locates, certifies, evaluates and trains new adjunct CTE faculty.
Develops new CTE courses and programs where appropriate.
Prepares and submits quarterly class schedule for CTE programs.
Schedules and facilitates advisory meetings for CTE programs on a regular basis (2x per year as a minimum).
Develops strong CTE partnerships with county high schools to feed TBCC programs and strengthen the Tillamook County workforce.
Explores, and implements additional four-year partnerships as applicable in CTE.
Ensures equity and inclusion across curriculum and scheduling.
Mentors staff and recommends professional development as needed.
Manages CTE grants and grant reporting (e.g. Perkins).
Coordinates CTE adjunct faculty which includes; recruiting/hiring in conjunction with the VP, scheduling (e.g. time, days, rooms, dates), and orientation/training on institutional practices/operations.
Mentors faculty in best practices and monitors accountability (e.g. collecting/storing all syllabi each term, spot checking Moodle/drop-out detective use, standardized course shells and timely assessment and grading.
Alerts VP of any concerns and works with VP to successfully resolve issues.
Conducts adjunct faculty observations and initial evaluation documents.
Assists with book selection, adoption, and access.
Coordinates budget and supply ordering for CTE programs.
Monitors student learning outcomes and assessment database to ensure consistency across learning modalities.
Revises and improves course outlines, program and institutional student learning outcomes as needed, based on data.
Leads and coordinates adjunct faculty in program/service area review process (every 3 years), course student learning outcomes review (every three years), and curriculum review (annually), and uses data for course/program improvement.
Implements and monitors technical skills assessments for Perkins reporting as applicable.
Measures student progress, course progress, program progress and institution level progress and uses data to improve all.
Works with Librarian to familiarize faculty with the availability and use of reference materials and internet research in discipline.
Supports diversity through inviting classroom and learning environment.
Works cooperatively across the college to help the college achieve its mission and goals (e.g. committees, feedback venues as requested).
Represents curriculum area at pertinent meetings, engages in curriculum development, and attends all faculty/subject area meetings/trainings as requested.
Reviews library holdings related to discipline at least annually and recommends materials for purchase.
Provides input and feedback on instructional budgetary needs and development.
Represents the instructional area and the college in local/state/consortia m meetings as assigned.
Provides feedback and input, when asked, on institutional and academic policies and procedures.
Other duties as assigned.
Minimum Qualifications
1. Master's degree or equivalent in education, or CTE specialty.
2. Experience working in an educational environment.
3. Minimum three to five years' work history in CTE field.
4. Proficient in Microsoft Office applications, with an emphasis on Excel.
5. Familiarization with higher education curriculum and programming.
NOTE: Some travel may be required including professional meetings. Occasional evening or weekend work.
Preferred Qualifications
1. Doctoral Degree.
2. Five years' experience working in community colleges, specifically CTE programs.
3. Experience working with faculty and in coordinating projects.
4. Experience developing new CTE programs in Oregon.

Compensation and Position Availability
This is a 1.0 FTE position. Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity. Benefits are in accordance with Board Policy. Full employer paid PERS. Fiscal Year starts July 1.
