Vice President for Institutional Effectiveness and Transformation

Virginia Peninsula Community College is a two-year institution of higher education established as a part of a statewide system of community colleges. It primarily serves the residents of the cities of Hampton, Newport News, Poquoson, and Williamsburg, and the counties of James City and York.

The Vice President for Institutional Effectiveness and Transformation is a member of the President’s Cabinet and reports directly to the President. The Vice President leads the execution of the College’s strategic plan and supports institutional growth and efficiency goals. The Vice President provides vision and leadership over four distinct areas including, Human Resources, Marketing & Communications, Development, and Institutional Research & Effectiveness. In collaboration with the President’s leadership team, the Vice President for Institutional Effectiveness & Transformation designs, directs, and delivers comprehensive and integrated systems, programs, and processes, necessary to support institutional progress and continuous improvement.

Assessment and Strategic Planning

  • Leads discovery, development, and implementation of programs and processes of college unit/department, and team-level organization effectiveness programs including organizational design, curriculum design, workforce planning, employee engagement and retention, performance management, culture, leadership, and team effectiveness, change management, community engagement, and fund and resource development.
  • Collaborates with leadership across the college and community to gain insight and input for program design and implementation plans and partnerships.
  • Informs and coaches college leaders on how to upgrade and modernize programs and processes based on metrics, outcomes, and industry best practices.
  • Provides ongoing support, guidance, and coaching to college leaders to effectively execute strategies that build employee capacity and organizational resilience.
  • Facilitates the alignment and integration of people, processes and technology, vision and strategy with leadership and college goals and culture.
  • Develops programs that promote institutional agility, support leadership development, and assist with successful change management.
  • Assesses organization health at key project milestones.
  • Assist the Human Resources department with optimizing the unit as the college perpetually evolves in new ways of working.

Brand Management

  • Provide strategic leadership and direction for the College’s communications and branding priorities and objectives.
  • Support the Director of Marketing & College Relations in the planning, development, and implementation of a comprehensive and integrated marketing strategy that supports the College’s strategic priorities and coordinating all major marketing efforts to build the College’s reputation, awareness, and brand in targeted geographic, academic and industrial markets.
  • Overseeing the development and implementation of a proactive media relations strategy designed to build and enhance the image, reach, and reputation of the College, and demonstrates a return on investment of marketing funds.

Fund Raising

  • Actively and visibly engage with campus, local, and regional communities.
  • Serve as an advocate and champion for internal and external fundraising goals.
  • Collaborate with the Director of Develop to create a comprehensive institutional development plan that extends from and aligns to the College’s strategic plan.
  • Ensure strategic coordination and harmony among all college fundraising and grant writing efforts.
  • Enhance operations and strengthen the Development Department’s productivity in the areas of internal giving campaigns, corporate relations, planned giving, and alumni relations.
  • Ensure institutional compliance with federal, state, agency, and other applicable governing regulations.

Special Assignments

  • Other duties as assigned and special projects as assigned by President.

Degree Requirements

  • Master’s Degree in Organizational Development, Business, Data Analytics or related field.

Minimum Qualifications

  • Minimum 5 years of experience providing direct supervision to multiple units and maintaining a strong group dynamic.
  • Minimum 5 years of experience in organizational research, development, assessment, and strategic planning.
  • Experience leading with change management and business process re-engineering.
  • Experience preparing for or leading a regional academic accreditation visit or reaffirmation process.
  • Adept understanding of the research process, applied statistics, qualitative and quantitative research design, and analysis, and predictive modeling.
  • Experience collaborating with human resources and knowledge of federal, state and laws and human resource best practices.
  • Understanding of best practices in higher education planning, assessment, institutional research, data analysis, data-driven decision-making, marketing and research, and information communication.
  • Proven experience and ongoing commitment to developing professional knowledge regarding diversity, equity, and inclusion, and how it informs practices within functional areas.
  • Proficient understanding of how colleges gain or maintain accreditation with the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC).
  • Proficient understanding of the SACSCOC Principles of Accreditation: Foundations for Quality Enhancement.
  • Understanding of the grant research, solicitation, and management process.
  • Knowledge of organizational design principles, methodologies, and tools.
  • Superb analytical and problem-solving skills, as well as excellent interpersonal and communication skills.
  • Ability to maintain professional judgment, discretion, and confidential information.
  • Exceptional interpersonal communication with the ability to facilitate groups, collaborate with, coach, and influence others, and build strong relationships with various levels of leadership across the organization.
  • Demonstrated success in leading, planning, implementing, and adapting to change.
  • Strong organizational and conceptual skills.
  • Proven record of accountability and follow-through.
  • Ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
  • Ability to synthesize and summarize quantitative data into meaningful information in both written and verbal formats.
  • Provide oversite of grant solicitation and grant management.
  • Demonstrated success in working with external constituencies to listen, build relationships and develop support and funding.
  • Knowledge of regional accreditation requirements in support of institutional compliance and related to planning and assessment.
  • Demonstrated ability to work effectively with college executive teams.
  • Demonstrated experience with staff development and improvement.

Preferred Qualifications

  • An earned doctorate degree, from a regionally accredited college or university, in organizational development, business, data analytics, management information systems, or related field.
  • Experience with reporting and data visualization tools.
