Clerk II (Human Resources)
A completed County application form, a resume and keyboarding skill test from Iowa Workforce Development with a 40 words per minute (net score), within the last 12 months are required.

Performs difficult, skilled clerical work providing a variety of office support functions; does related work as required. Duties will include answering telephone; assisting employees and general public; preparing and maintaining department's informational records and files; scanning files, typing, word and data processing duties; assisting with risk management duties, employee benefits/insurance matters and various other Human Resources Departmental functions. Work is performed under regular supervision of the Human Resource Director.
Duties
- Responsible for answering phone inquiries within scope of responsibility and refers inquiries to proper resource when necessary and assists employees and the public with employment and benefit information
- NEOGOV – responsible for processing applications, making sure that all information needed is gathered before sending to hiring departments.
- Assist public with job application inquiries and process same, in conformity with County, State, and Federal requirements
- Assist Emergency Management Coordinator with County employee credentialing.
- Assist with preparation of job vacancy postings, and mailings.
- Inform and assist applicants with County application procedures and answer any questions concerning advertised and/or posted job vacancies.
- Processing and maintain all daily application forms and indexed data in an accurate and timely manner
- Responsible for preparation and sending position filled letters to applicants
- Assist with new employees' insurance and IPERS enrollment forms, W-4s, I-9s and state Centralized Employee Registry forms
- Arrange pre-employment physical and drug screening appointments, background checks and notifies new employees and department and ensure employee qualifications are met
- Assist with handling special projects and carry out other assigned work as required by supervision within the scope of general authority and responsibility
- Responsible for the maintenance of the public/employee bulletin board postings or announcements
- Performs ordering and maintenance of office supplies, benefit supplies for medical, dental, vision, and flex benefits
- Receive and file payroll reports including benefit deductions
- Responsible for scanning of Human Resources information and files
- Handles confidential information which relates to both collective bargaining, personnel issues, benefit matters, and departmental operations
- Process periodic employment verification forms
- Maintains an accurate electronic file system of official documents, periodicals, reports,
forms, and correspondence which may be of a confidential nature. - Assist county employees with open enrollment forms.
- Prepare Human Resource Board Book for Board of Supervisor Meetings
- Prepares and tracks employee recognition of years of service and produces certificates and recognition awards
- Assists in processing periodic employment verification forms
- Assures that all assignments are completed in a thorough and accurate manner
- Attendance is required.
Required Qualifications
Minimum Education and Experience Required to Perform the Essential Functions:
- High school diploma or general equivalency degree (GED) with extensive office experience, or any combination of education and experience equivalent to meet the requirements of the position.
- Knowledge of standard office procedures, practices and equipment; business English, spelling and arithmetic; computer skills in Microsoft Word and Excel programs; ability to plan and organize a variety of departmental duties; ability to communicate effectively, both orally and in writing, and to safeguard confidentiality.
- Ability to keep accurate files and records and to prepare accurate reports from file sources.
- Ability to establish and maintain effective working relationships with associates and the general public.
- Will perform a variety of related work as needed.
- Complete confidentiality, ability to work well with others in a timely manner, a positive attitude toward change and an ability to be flexible are key to this position.
- Keyboarding skill test from Iowa Workforce Development with 40 net words per minute within the last 12 months.
- Candidate for hire must successfully pass a background check, physical examination, vision, back screen and drug screen prior to employment.
