Airport Operations Specialist III
BASIC FUNCTION:
Act as a shift lead for other Airport Operations Specialists (Intro, Specialist I and Specialist II), including assigning and performing tasks and coordinating the work of all specialists on shift to ensure safe and efficient operations. Ensure that accurate and high quality work is produced on time by the airport operations department. At all times, comply with the doctrine of completed staff work.
SPECIFIC RESPONSIBILITIES:
Perform all of the duties of an Airport Operations Specialist II, and;
Conduct airfield and airport facility inspections to ensure compliance with 14 CFR Part 139 regulations; Airport Certification Manual; 14 CFR Part 77; 49 CFR 1542; Airport Security Plan; Stormwater Pollution Prevention Plan; Spill Response Plan; Wildlife Hazard Management Plan; Noise Abatement Procedures; other applicable local plans, any additional local, state and other federal regulations. Record discrepancies found during inspections, take action, and follow up as necessary.
Perform ARFF functions in aircraft crash, fire and rescue emergencies. Must be able to maintain ARFF and related certifications throughout employment.
Reports unsafe conditions and policy/procedure violations. Coordinates with management to take appropriate corrective action.
Anticipate and take preventive action to identify operational, safety and security concerns. In coordination with airport management, initiates and follows through on corrective actions.
In coordination with airport management, manage and coordinate assigned projects with airfield tenants and the FAA control tower to ensure safety of people and aircraft.
Coordinate with management during weather events and emergencies.
Provide on-shift trainings for airport staff and mutual aid responders on topics such as ARFF, Airport Operations, Airport Familiarization, Aircraft Familiarization, Communications, scenario-based exercises, etc.
Be an expert in TSR 1542; Part 139; and all other airport plans, procedures and regulations.
Must be able to manage more difficult and sensitive customer service and tenant relations issues.
Assist airport management on special projects as assigned;
Assist airport management as directed by acting as a liaison with other governmental agencies such as the FAA, local law enforcement, TSA, other agencies, tenants and the general public.
Write detailed and accurate incident reports and other required documentation; proof read and finalize lower level Specialists reports.
Organize daily tasks and ensure shift mates are performing all tasks assigned.
Perform other related duties as requested.
Qualifications
This position is the top classification in the Airport Operations Specialist series. Successful candidates must have excellent communication skills, a positive team work attitude and are expected to have a minimum of three years’ experience in Airport Operations or equivalent experience in order to qualify. High School education is required. Must be able to work all shifts, including nights, holidays and weekends on a rotating schedule. Must be eligible for or already possess ARFF certification and must maintain the physical ability to perform ARFF duties while employed as an Airport Operations Specialist; this includes the ability to lift and move 75 pounds. Must be able to pass Movement Area Driver’s Training. Must be able to work outside and in all weather conditions. Must be able to pass a TSA Criminal History Records Check, Security Threat Assessment, and an OSHA required Fit Test for the purpose of using a self-contained breathing apparatus. Bachelor’s degree in Aviation Management or related field; private pilot certificate; and AAAE A.C.E., CM or other designations relevant to the position
